Victor Gibbs saw the light for the first time in the French side of the sunny island of Saint Martin; his mother was an Anguillan teacher and his father a Saint-Martiner Post Master.

The first primary school he attended was in Saint Martin, but, as many of his friends, he had to expatriate to Pointe a Pitre (Guadeloupe) to study at the Lycee Carnot (Secondary school).

Then, at the University of Montpellier, in south of France, he graduated in 1955 as bachelor of Art, and decided to become bachelor of Science in 1957. Not enough studies for him, he wanted to become a Medical Doctor and got his graduation in 1965.

On 1965-1966, Dr Victor GIBBS served for his military service as Captain / Lieutenant Doctor, at the fast lepersy Hospital, a 300 beds unit in Guadeloupe.

Back to Saint Martin as a Private Medical Practitioner, he also was Physician of Public Health in charge, four times monthly, of the immunisation of thousands of children, including « polio » from 1968 to 2003.

Very active in his community, Dr Victor GIBBS served as Head of the Medical Department, Head of Medical Commission in the Administrative Department until 2002, Physician in charge of the Saint Martin Bethany Home (for senior citizens), Medical legal expert, and also worked with the Judge as a Judicial Arbitrator.

With lovely Marie-Claude, married on december 1966 in France, he has 2 children : Daniel, now working in Saint Martin as a Solicitor and Deputy Mayor of the Commune of Saint-Martin, and Alexandra, Specialised Educator in Guadeloupe and Saint Martin.

Dr Victor GIBBS entered the Rotary in 1972, as a member of the first club of Saint Martin / Sint-Maarten (Dutch and French sides working hand in hand), and it was the beginning of a long story ! A commitment of every day ! He attended the first Caribbean Convention of non-district clubs in St-Kitts, in june 1973 and most of the annual assembly-conferences, up to now.

Rotarian Victor was a founding member of the Rotary Club Saint Martin Nord in June 1998. He was President of St-Martin/Sint-Maarten Rotary club in 1982-83 and President of St-Martin Nord RC in 1992-93. He was Assistant District Governor of DG Richard E.W. GRANT during the year 2001-2002, and has been a Paul Harris Fellow for 20 years.

Apart of all these activities, Dr Victor GIBBS still found time to be the President of SMASH (Saint Martin & Antilles Secours Humanitaires), an interventional unit after natural disasters created in 1997. He is also the President of the Board of SEMSAMAR, a private and public partnership company involved in the economical and social development of Saint-Martin and French Antilles.

In recognition of his services rendered to the community, Dr Victor GIBBS was the recipient of the « Order of Merit » offered by the President of French Republic.

On 2004 July 10, he was officially installed by PDG Keith Daley as District 7020 Governor, for 2004-2005.
